BREAKING: Limits on civilian casualties eased in ISIL fight

  U.S. forces pursuing the fight against Islamic State militants can be more aggressive, as the limits on civilian casualties have been raised and more authority given to Lt. Gen. Sean MacFarland, the leader of Operation Inherent Resolve. The official count of civilian casualties is 26 since August 2014, but military officials say the actual number is surely higher, because of strikes that have destroyed about 6,000 buildings.
