BREAKING: Racism contributes to failures in the Chicago Police Department, mayoral panel says in report

  A panel tasked by Mayor Rahm Emanuel released a report Wednesday that found the city's police department is beset by racism. It recommends sweeping changes to help it win back trust in the community. The Chicago Police Accountability Task Force called on the department to "acknowledge its racist history and overhaul its handling of excessive force allegations."
