BREAKING: Obama lifts arms export embargo on Vietnam

  President Obama on Monday fully lifted an embargo on the sale of arms to Vietnam that has been in place for 50 years. Obama said on a visit to the communist nation that the measure was intended to move toward normalizing relations between the nations and to remove a "lingering vestige of the Cold War." The United States partially lifted the embargo in 2014.
