BREAKING: Special report: 'Blue Alert' law stalled in Justice Department

  The "Blue Alert" bill, signed with much fanfare by President Obama last year, has been stalled by bureaucratic delays inside the Justice Department and congressional restrictions on paying for it, USA TODAY has learned. The law was intended to help prevent ambush attacks against police officers, which are on pace to increase more than fourfold this year.
