| | A military-wide review of commendations for valor has concluded that two recipients of the Navy Cross should be upgraded to receive the Medal of Honor, Navy Secretary Ray Mabus told USA TODAY. The review was conducted by all services for those who received service crosses or the Silver Star for actions in combat over the last 15 years.
