BREAKING: Hurricane Matthew makes landfall in eastern Cuba, forecasters say

  The Category 4 hurricane made landfall for the second time Tuesday, this time near Juaco, Cuba, the U.S.-based National Hurricane Center said. Hurricane Matthew continues to be powerful with maximum sustained winds of 140 mph and moving north at close to 9 mph.
